While I usually don’t use milk or sugar in my tea, I could see how this one may be improved by adding a bit of milk to add to the natural creaminess. Sugar seems unnecessary in this brew as it is already pretty sweet from the vanilla and licorice notes. Steeping for 4 minutes was quite sufficient for this tea and I would not recommend letting it sit much longer than that.
